Unifying Electronic Document Exchange Protocols: Hurdles for Enterprises

Platform incompatibility in electronic document management systems creates significant challenges for Ukrainian businesses, hindering efficiency and digital transformation.

Incompatible Electronic Document Systems

Ukrainian companies frequently face significant challenges due to the incompatibility of various electronic document management (EDM) platforms. This forces organizations to maintain registrations across multiple services simply to exchange documents with different partners, creating an unnecessary administrative burden.

Impact on Business Operations

This fragmentation directly affects the efficiency of business processes. The need to navigate disparate systems and often resort to manual workarounds for document exchange leads to increased operational costs and consumes valuable time. It also complicates seamless collaboration and slows down the overall pace of digital transformation within the enterprise, hindering the potential for transparent, secure, and rapid business operations.

Standardization Initiatives and Their Limitations

Currently, the state sector utilizes the System for Electronic Interaction of Executive Authorities (SEV OV), but this system is exclusively for government bodies and does not support inter-business or business-to-government interactions. Furthermore, the technical standard underpinning SEV OV is widely considered outdated. While the EDM market is evolving rapidly, the absence of a unified technical standard for data exchange remains a critical impediment to broader adoption and efficiency across the private sector.

The Path to Harmonized Document Exchange

Resolving this widespread issue necessitates proactive government involvement to harmonize existing standards and establish a unified information space accessible to all market participants. A single, modern standard would drastically reduce operational expenses and time spent on document exchange, eliminate redundant registrations, and simplify interactions between businesses. This crucial step would significantly accelerate the digitalization of business processes throughout the country, allowing Ukrainian companies to fully leverage the benefits of electronic document management.
