This disparity necessitates traditional paper-based processes or physical presence, hindering the efficiency and speed of digital interactions.

This incompatibility directly affects Ukrainian companies seeking to engage with European partners and institutions, complicating contract signing, official submissions, and general business operations. For Ukrainian citizens living or working in the EU, accessing essential administrative and financial services becomes cumbersome, often requiring physical visits or reliance on less secure, non-digital methods. Pathways to Interoperability of Electronic Trust Services
To address these issues, a pilot project is underway, allowing the EU to temporarily recognize Ukrainian QES as advanced, with a future goal of full qualified recognition following a formal agreement. This initiative aims to integrate Ukrainian electronic trust services into the broader European digital framework. Technical implementation is managed by a state enterprise, coordinated by the Ministry of Digital Transformation, and qualified electronic trust service providers can voluntarily participate. This builds on prior steps, such as the National Bank of Ukraine's regulation in July 2022, which recognized EU qualified electronic trust services within Ukraine's banking system.
